He was meeting with Juan Antonio Samaranch Jr., vice president of the International Olympic Committee (IOC) and the son of the late IOC President Juan Antonio Samaranch, in Xinhua's headquarters in Beijing.
"Your father was an old friend of China," He told Samaranch Jr. , expressing his respect and appreciation to the Samaranch family for the long-term support they have provided to China's sporting cause.
Sport is a common pursuit without boundaries, said He. "It is time for Xinhua and the Samaranch Foundation to cooperate."
The Samaranch Sports Channel established by Xinhua's Reference News and the Samaranch Foundation will be launched online on Saturday.
He said he hoped the two sides would work together to promote Olympic culture in China.
Samaranch Jr. said the main goals of the Foundation are "keeping and promoting the legacy of the relationship with China, supporting Olympism in the country, and contributing to closer cultural, economic and financial relations between Spain and China".
He said he expected to work with Xinhua to contribute more to China's sports cause.
Launched in July 2012 , the Samaranch Foundation is a non-profit foundation registered in China. The original funds of the Foundation were donated by the Samaranch Family, the International Olympic Committee, the Chinese Olympic Committee, the Beijing Olympic City Development Association, the Spanish Government and others.
Juan Antonio Samaranch served as the seventh President of the IOC from 1980 to 2001. He died of cardio-respiratory failure in Barcelona on April 21 , 2010.

HAVANA , July 30 (Xinhua) -- Four Cuban boxers will begin training in China this week in preparation for the 2013 World Amateur Boxing Championships in Kazakhstan in October and the World Series of Boxing the following month, a sports official said Tuesday.
Eduardo Limonta, secretary of the Cuban Boxing Federation, said the team is headed by 18-year-old heavyweight Yoandy Toirac, who is considered the promising star of Cuban boxing in the 91kg plus category.
Toirac won the gold medal at the Cordova Cardin Memorial Tournament in Cuba this year , defeating China's Zhang Zhilei, runner-up at the 2008 Beijing Olympic Games.
The small Cuban delegation also includes Leinier Pero, in the 91kg category, Ramon Luis (75kg) and Arisnoides Despaigne (69kg), according to the website of Radio Habana Cuba.
Limonta said the team will stay "in Beijing for 16 days , preparing for the year's main events".
"We've already had similar experiences in China, where we'll make the most of fights against several of the top boxers they have in the large divisions," Limonta added.
Cuba's boxing squad features 36 pre-selected boxers with the main goal this year of doing well at the Kazakhstan world championships and the world series.
The squad will also face Mexico's Guerreros (Warriors) on Aug. 29 and 30, prior to the world series, and participate in the Pan-American Championship in Chile from Aug. 27 to Sept. 3.
Cuba's boxers have garnered 67 Olympic medals and 116 titles in world championships.
A Bangladesh official says a boat carrying up to 45 Rohingya Muslims fleeing Myanmar has capsized in the Bay of Bengal and four bodies have been recovered from the water. It is not clear how many are missing.
Local government administrator Mohammed Mikaruzzaman said some 23 people have been rescued and a dozen of them are being treated.
The boat capsized Tuesday morning near Inani beach in Cox's Bazar district.

The Asian Tour and the European Tour announced a "strategic alliance" on Monday that could pave the way for more co-sanctioned golf tournaments being held in Asia.
The alliance follows a period of negotiations, which began in August, between the two circuits who will now both be invested in expanding playing opportunities in Asia and the rest of the globe.
The two tours will have a new joint office in Singapore but will retain their own separate identity in terms of brand and logo, and will be managed by their own individual boards, both organizations said in a statement.
"Following successful discussions over the past year to develop our joint vision , we are delighted to announce this 'strategic alliance,'" Keith Pelley, chief executive of the European Tour said.
"We have enjoyed a very strong and prosperous relationship with the Asian Tour over the past 17 years, and this formalizes that partnership, -representing an exciting new era in our association."
The Malaysian Open in 1999 was the first co-sanctioned tour between the two organizations , which have since conducted 95 such tournaments.
